Strategy outlines local government role in protecting crowded places from terrorism
The Commonwealth Government's Strategy for Protecting Crowded places from Terrorism has highlighted the role local government is expected to play in protecting public areas.
Crowded places are defined as locations easily accessible by large numbers of people on a predictable basis. They include sports stadiums, public transport, shopping centres, pubs and clubs, places of worship, movie theatres, parks or pedestrian malls.
The strategy specifies that, as managers of civic spaces, public activities, celebrations, agricultural shows, and community days, local governments have the same role and responsibilities as other owners and operators of crowded places, including a duty of care to develop, implement, and regularly test protective security measures.
Local governments also play a role in designing and approving public spaces, including protective security in the early stages of crowded place design.
The Australian Local Government Association (ALGA) is a member of the Crowded Places Advisory Group (CPAG) which reports to and advises the Australia-New Zealand Counter-Terrorism Committee (ANZCTC).
ANZCTC meets regularly to coordinate and maintain effective counter-terrorism arrangements across Australia and reports to COAG annually.
The CPAG is responsible for developing and maintaining a nationally consistent capability across state and territory police forces. It will also review the Strategy on a regular basis.
